The Strategic Grain Reserve (SGR) was established through the Exchequer and Audit Act Cap. 412 (Strategic Grain Reserve Fund) Regulations 2002 vide Legal Notice No 55 of 15th April 2002 through a special issue of Kenya Gazette Supplement No. 34. The Fund is expected to purchase and maintain upto 8 million bags of grains for National Food Security. The stock is maintained by the Department through the National Cereal and Produce Board under an agency agreement. The stocks are supposed to cushion the nation against severe food shortage as well as to assist in stabilization of local prices of grain. SGR Trustees are executive managers of SGR. The composition of the Trustees include the Permanent Secretaries for Ministry of State for Special programmes (MOSSP), Agriculture, Finance, livestock, Cooperative and Marketing, and the Managing Director, National Cereal and Produce Board. The Permanent Secretary MOSSP chairs the Trustee meeting. Fund Management Unit is the technical arm of SGR management.
