The Ministry of State for Special Programmes was created in 2004 and is based in the Office of the President. The specific functions of the Ministry were outlined in the Presidential Circular No. 1/2004 of September 2004. These functions include development of Special Programmes Policies, Management of Disaster Risk Reduction Programmes, Arid and Semi-Arid Lands Resource Management Project, Co-ordination of the campaign against HIV/AIDS, supervision of National AIDS Control Council, El Nino Emergency Project (ENEP) and Disaster Emergency Response Co-ordination.

As part of the fulfillment of its mandate as set out in the aforementioned circular, the Ministry has developed a five-year Strategic Plan 2007 – 2012. The Strategic Plan charts out the direction the Ministry shall take in order to attain its vision of having a “A safe, Responsive and Resilient society for sustainable Development” and accomplish its mission of “Coordinating disaster preparedness and response, and mitigate humanitarian effects through relief and recovery programmes in Kenya.” The Plan sets out specific goals and specific objectives that the Ministry will endeavor to achieve in the next five years. Some of the goals include the formulation and implementation of policies and institutional framework for effective disaster management, resource mobilization, reduction of loss of life and property and mainstreaming of disaster risk reduction in the country. The Plan details specific activities that have to be undertaken so as to achieve the set goals and objectives. The activities will be undertaken within a specified time frame and have clear performance indicators,
budget and expected results.
